Help needed in identifying this hallmark, where was it made, by who, and age. This hallmark is on a fork and spoon set I have.

What you have illustrated is the design registration number. This shows that the design of your fork and spoon set was registered in 1933 so all we can say is that they were not made before 1933. If you want any more information you must post pictures of the hallmark (if silver) and/or manufacturer's trade mark - assuming there are any.
