Is this John Winters makers mark? Not a condlestick

Hello:

I picked this set of salad servers from the family of a defunct hotel owner. (The hotel…not the owner). Frankly, I don’t know whether they’re English, U.S., or whatever. The only maker’s mark similar is John Winters but that would make them over 200 years old and they really don’t look more than 30-50 years old. Does anyone recognize the mark?
