From the photo it looks like the trolley is Old Sheffield Plate, which is a type of silver plate that is made without the use of electricity. From wikipedia;-

Judging by the style of the trolley, I believe it's probably circa 1825.
The glass appears to be later and has a bit of a bohemian look, I'd guess around 1890 but I'm not an expert in glass. It is unlikely to be English.
