French knives- identification help?

I found these French knives recently. The handles are I believe sterling though the marks are not readable and the blades are surely plate. On the blades it says “Manche Argent Controle Paris” with the intials A and S. I am assuming this is some sort of government agency governing silver? Could A S be the maker? My feeling is they are about 1910-1920 in date, but I am not sure. They have nice engine turning on the handles. Thanks for any thoughts!
