Hi there

I bought this recently and was just wondering if anyone can tell me anything about the hallmarks. They look like a sailing ship next to the 84, or maybe a horse rider on a boat and the initials look to me like HBP or KBP or something like that. I have tried to find out via various websites but have had no luck. Can any of the experts here help?

The only city mark I can find is that of the Russian town of Kostroma, which has the sailing ship (or Galera) mark next to the '84' dated around late 19thC
