From what I can see, there are the letters EPNS in script form - Electroplated Nickel Silver.
I can't help with the makers 'RS'.

These items have me stumped. I found them in a box lot of old surgical instruments. One is 12", 14" and 16" sharply pointed and tapered like bayonet. Large loop ot the other end. timsrarecoins@hotmail.com if you would like to see the detailed photos...

Sounds like they could be amputation knives, if the are sharp all the length of the blade.
