Pair of small footed half "barrels" with handles.

Hi, I just found these two lovely items and would love to know more about them. Are these salt cellars, nut bowls, finger bowls, soaking tubs for squirrel’s feet or something else entirely?

They are marked with the anchor stamp at top (bit hard to make out in pics), then " Gorham Mfg Co" under the anchor and “030” at the bottom. I’m guessing silverplate since no sterling mark? I know very little about silver and wish to learn so all info including what the numbers mean, when produced, how common, how many would have come together or were they sold originally, etc., is absolutely welcomed.
