It looks like Wallis' script TW but the samples online are slightly different.
The other 3 marks are very clear...Essay mark, lion and capital H date code in a Block form. Any help in who the maker is , from where and when is greatly appreciated.

Looks like Thomas Wallis to me. Note that prolific makers like Wallis must have had several punches during their working life, all hand-made so they are bound to vary slightly from one to another.
