Hi,
I have had this tie pin for some time, and it has a hallmark.

From what i can read it appears to be:

C.H Side view of Lion. three dots. L

Can anyone help identify place and date this was made?

I am new to this game also but I have had a quick look and reckon your tie pin was made by Charles Horner of Chester who operated the 1st quater of the 20th centuary. The assay mark is Chester and the date letter L is for 1911.(ref. www.925-1000.com/dlChester.html)
