Can someone tell me what country these spoons came from,The maker mark’s match WILLIAM PUGH-as he from time to time double hallmark his ware,but why is there no english marks,the town mark has been repunched over.Oddly 1 spoon x-rayed to 925-and one to 800 12 loth.

Under microscope country mark was punched over,W.P. matches WILLIAM PUCH ?? 
These were made by WOLFGANG PETERSEN IN DENMARK from 1825-1851.Does anyone know of this silversmith and examples of his work?THANK YOU AND GOD BLESS
