Set of Russian Napkin Rings 2nd Kokoshnik Mark - maybe?

I just found this lovely - great condition - set of 6 silver napkin ring holders. Lovely floral art nouveau style. No big dents or scratches. Each one has the same four hallmarks (starting from right to left):

  1. 9U or could it be upside down and by the cyrillic letters for Pyotr Baskakov?
  2. Sideways head with 84 to the right and possible a triangle to the left of the head. Possibly a Kokoshnik mark used in the period 1908-1926. I also found something on the internet that looks similar stating this was a Town Mark: 1908-1917 (Postnikova-Loseva # 17).
  3. Cannot tell
  4. Maybe a delta indicating Moscow?

The diameter of each napkin ring is approx. 2" by 1 1/2" and they are 1 3/4" wide.
Each one weighs approx. 50-55 grams. Total weight for all six is 313.5 grams.
