This was left to my mom by her great uncle in his will. Please help us identify what the heck this thing is. Thanks!

We need a bigger picture to see it better - although on first glance I have no idea whatsoever! Did the spoon come with it? Does it have any marks or engraving?

No help I'm afraid. You can make your pictures much bigger as the forum allows a maximum picture size of 500 pixels in either width or height. Your pictures are currently 214 x 160 pixels. A close-up or two of the parts would probably be helpful too. Are there any moving parts? Does it come to pieces?
