Post subject: Tankard-Walkers&Hall, Sheffield. What are markings?

I'm having trouble identifying the markings on this tankard especially the mark stamped on the top outer edge near the handle which is a quartered shield with a cross (?) in the top left quarter, a crown on top, a figure 2 at the bottom and the initials V and B either side. I would also like any information on what looks like a lower case 'a' under the flag and the numbers which are stamped on the bottom. What does 'Warranted, hard and silver soldered' with the figures '70' also stamped on the bottom.
...and any other information you can provide me!
