Hi there, Katebug. The base is American and was made by the Watrous Mfg. Co. of Wallingford, Connecticut. The company was incorporated in 1896 and became a division of the International Silver Co. in 1898. It mostly made nickel silver flatware blanks that it sold to other companies for silverplating, but made some novelty sterling items such as the base of your bowl. The “C” of the “CW” is actually a half moon and was one of the marks used by Watrous.
