Cartier Irish Sterling bowl

I am new at reading hallmarks and I am trying to understand this bowl.

Why does it say Irish when it has the British Lion on it ?
I think the crown means Sheffield, so why Irish ?

It’s neither a British lion nor a Sheffield crown. This bowl is all-American, made by the Watson Company of Attleboro, Massachusetts.
