Looks French and that may be a Minerva mark on the ferrule. If it has a 1 on it as well as the head then it’s .950 standard if 2 then it’s .800.
If you want a quick answer take a picture of the mark together with the name on the blade and someone will tell you.
The current brisk selling of silver is prompted by a demand for scrap.
The knife handles will not be solid silver.
