This is probably 12 loth German ladle, possibly from Dresden, and possibly from the first half of 19th century.
Unfortunately, this is rather a speculation because I was unable to identify the marks that are punched (see below).
The upper left mark is similar to the Dresden marks I found with the exception that D and 12 are swapped.
The upper right mark (H.R?) is probably the makers’.
The letter F is probably the year letter but it gives little insight as they cycled through the alphabet.
