Hallmarked links from medals?

I have a chain/bracelet type object that has obviously been made into such. Each 20mm link is maker marked WD&S & date letter,lion,anchor All clear & understood. My question is they have the same serial number on the back of every different dated year. Were these used to form dates of service for a particular medal award , military or police etc. Complete sequence from 1930 to 1941.



That is exactly what they were for - to show years of service. However, rather than service in an official body, it would have been service to, or membership of, a club or organisation of some sort. Perhaps one of our browsers will recognise the flower emblem and name the club.
