EP shows that it is electroplate not silver. The manufacturer, HA&S, is unknown.

As for what it is I suggest an ink stand (or standish) with spaces for inkwell, candlesticks and a pen holder - all presumably missing.

Yikes i thought there may be something under it so removed it. This is all that is left.
