Help identiying Letters Hallmark

Need help to identify letters hallmark on this ‘silver’ service tray, is it sterling or plated?

If those are the only marks then it is highly unlikely to be silver, which normally has some marking to explicitly tell that it is silver. It may not even be silver plated as there are other white metals which can give a shiny finish.
