I suspect that the letters in the left are HP and S which would conventionally identify the maker, HP, and location, S for Sheffield. However such a manufacturer is not identified by our usual electroplate identification site. The shield almost certainly contains EP over NS for electroplated nickel silver.

So apparently the mark is for Harrison Fisher & Co Ltd of, as Phil correctly states, Sheffield,
which was “…active at 70 Trafalgar St.between 1897 and 1899 and Surrey Lane, Wellington St and 9 Eyre Lane, Sheffeld from 1900 to 1925.”
It became Harrison Fisher & Co in 1900 and ceased the manufacture of electroplated wares in 1925 but continued in the business of selling . It used the trade marks EVERBRITE, HOLMES SILVER, MADRAS SILVER, PELHAM PLATE and TRAFALGAR.
Harrison Fisher also registered a plain HF mark in 1889 as Sheffield manufacturers of sterling which appears in www.silvermakersmarks.co.uk and the answer to this question became clear while I was looking for a makers for some sterling silver manufactured by HF. (Ibid)
