Not sure what you want help with: taking pictures of silver or ascertaining the origin of the subject matter. Perhaps both.
This is going to end up being identified as a fairly intact example of Hanau silver, probably .835 or less, vanity set with badger or pig bristles and a bone comb.
If that is not what you are after and seek help taking pictures of silver; don’t shake so much and get a high pixel camera. Also take dozens of pictures until you get a sense through your own lens of what the hieiroglyphics actually might be, because right now you haven’t really got a clue so this becomes a pure guessing game for us too based on your rather slender evidence.
