Help with english hallmarks

Hello all, I am new to the forum and I had found a neat piece of silver this morning while out shopping. Could anyone help tell me about this piece based on the hallmarks. I believe it to be from Birmingham but I am having trouble dating it and im not exactly sure who the maker is.

Yes, a Birmingham mark. It has the date letter y for the assay year 1898/99 and sponsor’s mark HM for Henry Matthews.
