Help with identifying early American hallmark

I am having a hard time identifying the maker of what purports to be a very early American spoon - it is hallmarked three times with the initials “F R” The marks are quite clear and block letters, so I am pretty sure I am not missreading it. I can’t find anything in the usual books… Any help or suggestions are very much appreciated!

Follow up after a bit of research - could this be Francis RIchardson? The spoon is engraved with initials and 1701, and appears to be consistent with that date.
