Take a look at the hand holding the object. It would have to be an ice bucket for chilling a couple of those little airplane booze bottles.
I think the “925” at least indicates that it’s sterling. The mark above it is a puzzle.

The lack of any sterling hallmarks other than the “925” and the mysterious “something 17” above it pretty much rules out the U.K., France, Germany, the Netherlands, Austria, Greece, the U.S., Canada, Mexico, Russia, and a host of other European, Middle Eastern, and East Asian countries, all of which would normally have more extensive markings, and would often be legally required to have them (in the U.K., for example). Small jewelry pieces might have marks this meager, but there would generally be more extensive marks on anything larger than a small brooch.
Very mysterious, indeed. Might be worth having it tested for silver content.
And dating the piece is likely to be completely impossible.
It’s a silver toothpick holder/cup.
