“EP” is a certain indication of electroplate - so this is not a silver hallmark. The manufacturer, HA&S, has not been identified.

Yes, it’s most definitely “H”.
726 will be a factory pattern number - totally useless without any sort of key, which, even if we knew the manufacturer, would almost certainly have been destroyed by now.
