I’ve come across this and wondered if anyone can help identify what it might be for. The only marking is EPNS, so it’s silver plated. There’s hooks on either side of the handle, maybe suggesting it was either connected to another item or used to hang cutlery if it was a nut/candy dish? I can’t find anything similar on Google and I’m intruiged.

I think you are right, the brackets on the handle are to hang cutlery presumably used to access the contents.
You see the same sort of arrangement on a Warwick condiment dish for ketchup or other sauce spoons.
The handle is fixed rather than swing and the centre dish appears to be held in place rather than moveable, all supporting your assessment of use.
Who knows what the maker determined it might hold but today it would work for a dip tray with chips (crisps if you are UK) in the lower saucer. What are you going to do with it?
