It’s London 1720 as Bart suspects above. Britannia standard and WI is almost certainly Starling Wilford.

As in the 1720 hallmark image from my site posted by Bart: from the top, Britannia followed by the leopard’s head erased (“erased” is a heraldic term meaning cut off at the neck).

So called “apostle spoon”.
- Apostle Spoons: The company (William Hutton & Sons Ltd.) was known for producing a wide range of silverware, including Apostle spoons, which are spoons with a figure of one of the apostles on the handle. These spoons were popular as gifts, especially for baptisms.
