Does anyone recognize these hallmarks? Is this item silver, please? Thank you.

I can’t see anything there which says silver to me. The square mark looks like a French electroplater’s mark with the 3 indicating the silver content.

I was unsure about number 3; I thought it might be some kind of silver item. What sparked my interest was seeing it at an auction where they were saying it was silver. Looking at the markings on the French plated items, I actually saw quite a few stars in the markings. Thanks for the tip.
