Marks on sugar tongs

I realise the makers’ mark will be a challenge, however, help with the others would help please.

Shot in the dark - could it be a Sheffield commemorative mark?

No, John, it’s a standard form of the Sheffield mark for small items. The combined crown and date letter were used from 1784 to 1853. This is 1818.

My best guess at the maker is Smith, Tate, Nicholson & Holt (registered Nov 1 1810):
