Mysterious Antique Sugar Bowl With No Marks?

Hi there!
I bought this piece about 5 or 6 years ago at a garage sale, and I have no idea what it is or where it is from! It is completely unmarked aside from the mysterious symbol on both the front and back of the piece. It seems to resemble a belt in the shape of a “Q”. I’m honestly not even sure if it’s silver, it could be lead. The shape of the object appears similar to a sugar bowl with no lid. The bottom is starting to fall out. It is about 3.5 inches high and 4 inches wide at it’s widest point. Something about it makes me think it may be from a ship, it appears it was a functional piece with plenty of condition issues. Have you tried polishing it?

If it is lead, it would be very soft. If you pushed a knife into it, you would easily cause a gauge.

There are silver testing kits as well…
