Need Help Identifying Tea Set With VCD & Duty Mark

Hello- I have (3) matching pieces of silver. All are stamped VCD (Viking Cross Device? Sterling?) and have a stamped “duty mark” of a man’s head facing right in profile with a wreath in his hair (I understand duty marks stopped in 1890). The man (monarch?) is in a cartouche that resembles a flower with (5) rounded petals. All (3) pieces in the set have perfectly straight sides with no decoration whatsoever (they almost look like Art Deco cube-shaped pieces though the fancy handles and duty marks suggest an earlier period). The handles are hollow and have the small spacers to keep heat from conducting through. I will now try to upload a few images. None of the bottoms have markings.
