Please help to identify marks on salver. I think they may be Scottish. Unsure whether silver plate or sterling

Definitely not Scottish sterling, Otherwise unknown to me.
Thankyou for your reply. Do you think it maybe foreign and not English? Can you tell age by the design and engraving?
