When there is no particular corellation between the piercing and the pattern, as appears to be the case here, that is a strong indication the piercing was completed later than the pattern or, if contemporary and there is no reliable way of telling that absent documents, by another hand.
It occurs to me the holes are too small for it to be true a sugar sifter spoon even by later adaptation.So it may have been designed or adapted to scoop something solid out of a liquid.
As to origin, I cannot improve upon the finding it is a Hanau copy of an earlier Dutch genre of spoon and likely within the last 100 years.
