Wondering if someome can help to identify purpose of these, too small for a bookmark, not sharp/long enought for letter opener?

As they seem to be split down the middle possibly place card holders which could be stuck into something soft. Or maybe cheese markers? to identify different cheeses on a cheeseboard.

Hi,
Yes, they are split and according to hallmarks - recent, from 1998
Wont stand on their own and definately need to be pushed into something, heads have a split too, so maybe menu card folder
