There don’t appear to be any true sterling hallmarks on the piece, so it’s silverplate, of decorative value only. The "1647’ mark is just a manufacturer’s item number. That will have no meaning, since things like that are very poorly documented, if at all.
The photo isn’t clear enough to make out the semi-circular name, but that would be the maker. Can you read what it says? In the absence of any more information, I’d guess late 19th to early 20th Century.
It’s also led a very hard life, so I’d say the value is virtually nil.

Yes, I was drifting in that direction, too. Harris, Hardy? but I can’t find a similar mark for those makers.
