Unknown hallmark. Help needed again

Here is another mysterious object of unknown origin and purpose. Please help me decipher the riddle.

EPNS, of course, is electroplated nickel silver (i.e., not silver). The B&C in a shield is uncertain, but might be the mark of Brown & Clark, Birmingham (usually seen only on sterling, however).

Based on the size, I’d say, “salt cellar.”

Thank You very much, Jeff!

Just bear in mind that the maker’s mark is only tentatively tied to Brown & Clark, based on little more than speculation by Colin Stoddart at Dart Silver in Falkirk. One person speculates, others find the post when searching and repeat the assertion, and then, hey presto, it becomes an established fact!

The Birmingham assay office might be able to provide more enlightenment.
