If it doesn’t have assay marks then it is, at best, silver plate. There is no legal requirement that plate be stamped with EPNS or similar identifying marks, but, if something is to be sold as silver, it must be assayed. The number is W&H’s own pattern number for the vase, not a registration mark, and I believe that the A may be some sort of date coding. I understand that W&H (like Elkington) may have had their own system of date lettering, but I have never seen any sort of reference for it.

There’s a slight tarnish/copper showing through on body of vase and that plus your info seems to say its likely silver plate. As you say no W&H ref to letter A so it seems to be one of those pieces that remain a mystery!
