What is the purpose of these cutlery, please?

I have a question about the purpose of these cutlery, are they normal cutlery or children’s cutlery? I read that in the late 18th and early 19th centuries, individual cutlery was common and even a matter of hygiene, however I found these cutlery small and I was wondering if they are compact to make it easier to transport or if they are children’s pieces. Can someone help me, please? Thank you.

I found a lawyer who signed under the name W Pendlebury and who lived from 1839 to 1904, which made me even more doubtful as to whether these are children’s cutlery.
