American made silver on British ship/age

Hello I am new to the site. I have several pieces of silver I would like to determine what they are. The first is a small lidded sugar bowl, silver plated. The markings are
Manufactured and plated by Simpson Hall Miller & Co.,usa. The item came from a British ship that was in the US for war damage repair in the early forties. All I could find out is that Simpson Hall and Miller became International Silver in 1898. When does that make this item manufactured? The bowl is engrave VICTORIOUS in beautiful script on the front. Why would it be American manufacture? Thanks much, Jesse
