I’m going to guess Malta, early 20th century.
I’d say that was unlikely. Malta does have a hallmarking system. Granted, it’s voluntary, but the marks look nothing like these.
True, there are Maltese crosses, but the rather prominent Croix de Lorraine would be more indicative of France. That said, I have yet to find anything that even remotely resembles these marks, so all possibilities are open!

That also indicates that it’s silverplate, not sterling, and from about 1970.
