Any ideas on what this is? Or who made it?

This item was found in a field, it is very thin and light, mounted on wood with lots of holes drilled in it. I have looked at the hallmark and think it is Chester 1900? But I am also unsure of the maker. Any help/guesses would be much appreciated.

Yes, it’s a Chester hallmark with the date letter R for 1900. The maker’s mark is JD over WD for the Sheffield company James Deakin & Sons. I suspect that it may be the silver back of a brush from a grooming set, the holes which you mention being for the bristles.
