I think this may be plate as I do not recognise the rather worn marks. Can anyone help?

Your candle snuffer scissors are indeed silver plated, not silver. The marks are fake hallmarks that were put on so that people thought they were silver. This was made illegal in 1892, so that gives you a slight idea of age.
