Cant Read Makers Mark

I cannot read the makers mark on this shaker as it almost completely worn. It looks like a shield of some sort. Perhaps F W & Co? I managed to find a date mark on the lid. Also is this a pepper shaker? its 105mm high.
Any help would be appreciated

The only thing I can say with any certainty is that it is hallmarked Birmingham, 1901. The maker’s mark looks like it can only be one row of lettering so it might be pushing it a bit to fit in “FW&Co”. However I don’t have any better ideas.

105mm is a bit tall for a pepperette and a bit short for a sugar caster. Pepper or some other spice is probably what it was meant for.
