This is a strange hallmark, Stweetmeat basket from Chester?

I suspect Chester 1868. Does not make sense because maker appears to be: S. Blanckensee & Son who only registered in 1893?

Not sure what all the rest are? Import marks?

The Chester hallmark has the date letter for 1930. The other hallmark is a Dublin import mark for 1930-31.
