Claret jug hallmarks??? HELP!

Please help! I’m puzzled. I have a claret jug with marks that I can’t find on any website. I believe the first mark is a bell or a very worn anchor. Next is what looks to be initials (RSJW, R9JW, RJJW, A9JW)??? Also a 4 stamped on the inside of the handle and the underside of the lid. Any thoughts or ideas would be greatly appreciated! I have spent days researching. Coming up blank. There are no signs of aging that show silver plate wearing off. Not sure if it’s sterling or silver plate.

I can’t see how this can be silver as there is no indication of any sort of silver fineness. Is there any chance it is polished pewter / white metal?

Thank you for your quick reply. I hadn’t thought of that. It looks so much like silver that I was stuck on that idea. I will definitely start looking into other metal hallmarks.
