Coin silver mark on sugar bowl?

I have a silver handled sugar bowl that a relative said is from the 19th century. It’s marked E&P on bottom, and I believe based on preliminary research it is possibly coin silver by Eoff & Phyfe based on the mark, but given that there are no other markings, I’m not sure it’s .900 silver or maybe this is a mark for a silver plate maker?
Other avenues are coming up short. Any help is appreciated!
