Please could someone Id the maker of this dog nosed spoon

It’s probably English provincial silver. I am away from my reference books at present. If anybody has Jackson to hand perhaps they can check there? Otherwise I’ll look when I get home.

Jackson (Jackson’s Silver and Gold Marks of England, Scotland and Ireland) attributes this mark to “William Webb (?)” [i.e. possibly William Webb] of WInchester c1700.
