Duck Head Candelabra Marks Unknown

Hi, new to the forum so hoping this post is in the correct place. We have obtained a pair of Duck Head Candelabra that has some marks that we’re unable to identify so any help would be much appreciated. Please does anyone have any information that may help. Images are as follows;

I think it’s French, and is plated with 24 grams of silver (that’s what the 24 is about). Those are an empire-style swan’s head on them.
