Could you please give me an idea of which maker & date (ish) please. These are the only marks on this sugar sifter.

The maker is probably Alexander Spence. That form of the duty mark was used from 1797 until 1823. The missing town mark and date letter are not unusual for that period, but I would expect it to have been more common during the earlier part of the time window defined by the duty mark.
